Admission to the Doctorate in HALE Program:

The HALE Doctoral Program admits students only for the fall semester. For optimal consideration, applications and supporting materials should be received by December 1 for the following fall admission.


PhD applicants must possess a master's degree (or equivalent) from an accredited institution.

Follow these steps to ensure a complete application:

When you complete the first part of the MSU graduate school application and pay the application fee, you will be given access to the applicant portal. There, you will provide the names and email addresses of your recommenders. They, in turn, will receive an auto-generated email with directions to upload their letters. There are no additional forms and they do not need to mail their letters.


  1. Complete the online MSU graduate application (HALE PhD program code is 2245)
    A. Pay the application fee
    B. The graduate school application asks for an academic statement and a personal
    statement. Under each field, please enter “Please see my personal statement uploaded on the Graduate Education applicant portal.”
    C. Provide contact information for three recommenders. The system will generate an auto-message from to recommenders with directions to upload letters on the portal.
  2. On the Graduate Education applicant portal, upload the following files (in PDF format):
    A. Personal statement
    B. Resume
    C. Writing sample
  3. Request the registrar of each college or university attended to send one copy of each official transcript. To be considered official, the transcript must have a university seal or notarization mark; a transcript issued to student is not official.  Official transcript should be sent directly by the institution via email to or by mail to:

  4. Request official scores from Graduate Record Examination taken within the last five years (MSU's ETS Institution Code is R1465).


Please note that academic interviews are not part of the admissions process. Admitted students are invited to the Graduate Research Colloquium which will provide many opportunities to meet and talk with current faculty members..

HALE Admission Dates

Applications should be submitted by December 1 for optimal consideration. Applications submitted by this time can also be considered for College and University scholarships and fellowships, and for assistantships awarded by the program. Completed applications received after the December 1 deadline will be considered for fall admission as space permits.

U. S. Residents

U. S. applicants must submit the Graduate Application for Admission.

International Students:

International students seeking admission to graduate study at MSU are required to submit the International Graduate Application for Admission, proof of financial support, and proof of proficiency in English. Transferring from other Michigan State Graduate Programs

Applicants who wish to transfer into the HALE PhD from another MSU graduate program not in the Department of Educational Administration must complete a new application, including the Graduate Application for Admission and all supplemental materials to the HALE unit. Current students in the Department of Educational Administration looking to transfer to another program within the Department of Educational Administration should consult their faculty advisor and the coordinator of the program.
